Job Summary
Provides leadership, oversight, and management support to Metro′s Configuration Management team on all capital projects.
Duties and Responsibilities
  • Manages and integrates the work of Configuration Management Staff and consultants to provide more accurate and efficient records, while supporting Metro′s capital projects
  • Serves as program administrator of the Project Management Information System (PMIS), and Contract Management and SharePoint document management and storage system; and provides quarterly PMIS training
  • Performs system analysis and develops database management and reporting system requirements
  • Provides leadership in the innovation, design, and development of new components for PMIS
  • Facilitates the review and approval process and maintains revision control for systemwide baseline documents
  • Manages the development and implementation of configuration control policies, plans, procedures, and manuals
  • Monitors staff and consultant compliance with configuration control requirements, policies, and procedures
  • Works with staff and consultants to develop and implement tracking and reporting systems
  • Prepares and presents configuration status of contract deliverables and contract changes to management
  • Prepares and presents reports and summaries to management and the Board of Directors
  • Ensures data compatibility with existing statistical reports and summaries
  • Reviews and responds to configuration management practice and performance audits
  • Provides administrative and technical support to project managers and others
  • Establishes and coordinates Change Control Board activities
  • Coordinates change management with Metro operations
  • Identifies and initiates corrective action for problems
  • Advises Executive Director on status of configuration management activities and issues
  • Negotiates and manages contracts
  • Conducts meetings with staff, consultants, and contract personnel; conducts site visits with staff on a quarterly basis
  • Manages, trains, and motivates assigned staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Essential Knowledge, Skills and Abilities


Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)
  • Theories, principles, and practices of configuration management and contract administration
  • Applicable local, state, and federal laws, rules, and regulations governing information systems for a public agency
  • Management and organization of complex construction projects
  • Internet-based control systems, database management, and reporting and general office management software
  • Modern management theory

Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)
  • Managing the operations of a configuration management work unit
  • Coordinating, integrating, and directing consultants and staff activities
  • Developing and implementing policies, plans, procedures, and manuals

Minimum Qualifications
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one year basis. A typical combination includes:

Education
  • Bachelor's Degree in Business, Information Systems, or a related field

Experience
  • Six years of relevant experience or three years of relevant supervisory-level experience in configuration management on heavy construction/transit related projects

Certifications/Licenses/Special Requirements
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
