TRANSIT SECURITY LIEUTENANT

Job Summary

Manages the daily operations and administrative function of an assigned Transit Security unit involved in the protection of Metro employees, patrons, property, equipment, assets, and facilities, and to ensure that Metro provides safety and excellent customer service. The Transit Security Lieutenant is an exempt classification and may be required to work additional assignments as determined by management. When working additional assignments, employees will receive premium overtime pay as stipulated by the collective bargaining agreement. This position is exempt; however, it is coded as "non-exempt" for Payroll purposes only.

Duties and Responsibilities
  • Supervises assigned security personnel who are involved in establishing, promoting, and maintaining Metro′s security and property protection programs
  • Develops goals, priorities, schedules, procedures, and programs; projects staffing requirements
  • Performs complex technical and administrative assignments in support of security function
  • Identifies training needs of employees; develops and implements training and testing programs
  • Represents the department and Metro in meetings within and outside the agency
  • Participates in planning, implementing, and coordinating interdepartmental, intradepartmental, and interagency security efforts
  • Conducts investigations and disciplinary or grievance hearings, and recommends solutions
  • Administers, evaluates, and recommends changes to policies and procedures regarding security operations
  • Consults with and advises Metro staff and representatives of other agencies regarding Metro′s security-related activities and issues
  • Prepares various reports concerning departmental activities, including problem calls received and remedial actions taken to resolve issues
  • Prepares or directs the preparation of security manuals outlining and establishing measures and procedures in securing Metro staff, passengers, and properties
  • Prepares Operations Plans to conduct special security deployments
  • Coordinates security activities with law enforcement units and other security units
  • Oversees the work of contracted security personnel assigned to Metro owned facilities and operations, and ensures adherence to contract agreements
  • May engage in field supervision over Security Officers
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Essential Knowledge, Skills and Abilities

Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)

  • Theories, principles, administration, and practices of industrial security or law enforcement
  • Applicable local, state, and federal laws, rules, and regulations governing security of government facilities and properties, and criminal behavior
  • Firearm safety
  • Theories, principles, and practices of management
  • Applicable business software applications

  • Planning, organizing, and monitoring the work of security personnel

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

  • Bachelor′s Degree in Public Administration, Administration of Justice, Management, or a related field


Experience

  • Three years of relevant experience in law enforcement, or industrial or military security with at least one year of relevant management/supervisory experience


Certifications/Licenses/Special Requirements

  • Valid California Class C Driver License

  • Must be able to obtain a valid California Firearm permit issued by the Department of Consumer Affairs

  • Must be able to obtain a valid California Guard Card issued by the Department of Consumer Affairs

  • Requires good physical condition with complete mobility and sensory abilities

  • Must successfully pass a Department of Security background investigation and psychological evaluation

  • Must qualify with and carry firearm while on duty

  • May be required to travel to various locations

  • May be required to work irregular hours

  • Must have normal color vision

  • May be exposed to weather and physical hazards

  • Positions in this job classification are considered safety-sensitive and subject to drug and alcohol testing, including random testing, under Federal Transit Administration (FTA) regulations
