Job Summary
Deploys and maintains the various aspects of web systems engineering, web software engineering, and web database administration to develop systems that work across a variety of customer-facing platforms and devices, enabling and enhancing the customer experience.
Duties and Responsibilities
  • Oversees all aspects of web systems programming, including design, integration, installation and testing, resolving web system software problems, maintaining web systems security and operating web software
  • Reviews web systems software release levels and recommends upgrades when necessary by assessing web system software products available on the market
  • Researches, identifies, and refers complex technical problems related to web platform management, database administration, network connectivity to the appropriate Information Technology (IT) operating unit for resolution; manages cross platform applications
  • Oversees web software development and enhancement, and provides technical support
  • Ensures the functional and informational integrity of Metro′s website(s), including ease of usage and clear content
  • Manages agency data feeds
  • Constantly improves the current platform by enhancing the customer experience
  • Supervises and provides technical direction for a team of technical staff
  • Performs web system analysis, design, implementation, and integration of complex web application information systems to build new developments to enhance customer experience and interaction
  • Performs programming, system analysis, and design of complex web systems using Information System Development Methodology in a multi-platform infrastructure environment
  • Identifies, diagnoses, and resolves web system problems involving programming logic, interoperability between several technical components, and client interface
  • Monitors and leads consultants in the analysis, design, implementation, and integration of web systems
  • Leads in the evaluation of commercial off-the-shelf (COTS) web software; and oversees the configuration, implementation, and integration of COTS web software
  • Leads web database upgrade and capacity planning; administers development, staging, testing, and production database environments
  • Determines web database memory requirements, processing power, storage, network connections, and performance optimization
  • Determines appropriate software version to support the application and installs on server(s)
  • Monitors and manages web data storage to maximize efficiency by conducting database performance tuning, query optimization, index tuning, tables restructuring, and storage optimization
  • Establishes and maintains security and controls access for all web databases and storage
  • Oversees and establishes process for web database backup and recovery, database security, fault tolerance, and scalability
  • Reports and interprets metrics on website use
  • Distributes agency data to third parties
  • Supports disaster recovery efforts at remote sites, and performs web database service pack and release upgrades
  • Manages, troubleshoots, and resolves problems in web operating system, web servers, web databases, and recovery programs
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Minimum Qualifications
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education
  • Bachelor's Degree in Computer Science, Business Information System Technology, Integrated Media, or a related field

Experience
  • Five years of relevant experience maintaining web systems, web software engineering, and web database administration; some positions in this class may require specialized experience in area of assignment

Certifications/Licenses/Special Requirements
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
