Job Specification
Works closely with the Chief People Officer to develop and implement Metro’s Chief People Office programs, initiatives, and activities to ensure focus on employee growth.
Supports the Chief People Officer in directing the workplan and actions of an assigned area within the Chief People Office
Provides leadership and direction, through subordinate management, to the areas of Recruitment and Selection, Classification and Compensation, Strategic Hiring Initiative, Employee Engagement, Training and Development, Next Gen, and Workforce Services
Represents Metro at meetings and conferences with public agencies, the private sector, public and corporate officials, and the general public to secure support and create partnerships
Represents the Chief People Officer and Chief Executive Officer (CEO) at meetings
Serves as liaison to Metro Board of Directors on Chief People Office issues
Collaborates on the development and implementation of labor relations strategies
Plans and implements department goals and objectives, encourages innovation, facilitates, and monitors progress, and administers department budgets
Consults and confers with government officials on provisions of applicable law and acts governing Metro
Prepares and presents written and oral reports to Chief People Officer, CEO, the Board of Directors, and outside agencies
Participates in the preparation and presentation of issues for litigation, coordinates with attorneys
Directs the design of Metro-wide training and development programs that enhance individual and organizational performance and morale, covering topics such as labor relations skills with represented and non-contract employees
Advises the Chief People Officer and CEO on significant matters and undertakes special projects as directed
Communicates Metro′s safety vision and goals both internally and externally; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for safety performance of all assigned employees
Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one year basis. A typical combination includes: Education
Bachelor′s Degree in Business Administration, Industrial Relations, Law, or a related field; Master′s Degree in a related field or Juris Doctorate preferred
Experience
Five years of relevant executive management-level experience performing professional work in all areas of human resources including labor relations, recruitment, classification & compensation, and/or talent development.
Certifications/Licenses/Special Requirements
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
