Job Summary

Assists with systems support and analysis for a specified function or area within a department; provides input and assists in the development of reports; and ensures that concerns are addressed within the prescribed practices as outlined by Metro.

Duties and Responsibilities
  • Develops and maintains information systems
  • Studies application area and assists in analysis of data systems
  • Meets with staff from functional areas to assess needs and design specific training programs
  • Provides input in the design of technical system specifications, describes information processing functions required by the users, and designs and implements upgrades to user interface
  • Provides input to consultants regarding user needs
  • Communicates system upgrade needs to the Information Technology (IT) department
  • Operates application software in support of specified area
  • Analyzes, interprets, and prepares data for data entry, presentations, and reports
  • Produces agency reports for functional areas
  • Monitors system performance and integrity, and assists with troubleshooting, analyzing, and resolving user and systems problems
  • Provides input to systems programmers
  • Researches and prepares records, reports, and correspondence
  • Monitors historic data to ensure proper records retention
  • Assists in developing systems training manuals and technical systems documentation
  • Participates in the department's information security, disaster recovery, and safety programs
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Essential Knowledge, Skills and Abilities


Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)

  • Theories, principles and practices of systems analysis and specified application software for specified areas
  • System and database design
  • System administration, security practices, and user management
  • Personal computer hardware and software
  • Report generating software


Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)

  • Analyzing and designing information systems in a specified application area
  • Utilizing report generating software
  • Using BASIC programming languages
  • Troubleshooting, upgrading, and maintaining systems and applications
  • Managing database information and developing data warehouses
  • Finding creative solutions to problems
  • Communicating effectively orally and in writing
  • Interacting professionally with various levels of Metro employees and outside representatives
  • Training users and providing user support

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

  • Bachelor's Degree in Computer Science, Information Systems, or a related field 


Experience

  • None required; experience performing work within a department leading to an understanding of systems for computerization, or programming in a user-oriented language preferred


Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
