RAIL INSTRUCTION AND TRAINING COORDINATOR

Job Summary

Coordinates the research, development, design, production, and dissemination of training programs, standard operating procedures, and promotional materials created by Rail Instruction for use by Operations employees and other departments.

Duties and Responsibilities
  • Develops instructor guides, participant materials, and promotional materials
  • Develops, designs, and oversees databases for various rail training functions; establishes and maintains accurate training records and charts associated with databases within various sections of Rail Operations
  • Initiates and oversees the development of both narrative and visual concepts incorporated in producing interactive, technology-assisted training aids; incorporates appropriate graphics, photos, sound, and video into curriculum
  • Reviews performance records and maintains a basic training class eligibility list
  • Conducts Train-the-Trainer sessions
  • Evaluates Instructors′ training manuals, classroom presentation skills, and technical knowledge and applications, along with documentation, and recommendations regarding improvements
  • Conducts meetings, needs assessment, and research with subject matter experts and professional and managerial staff to determine training needs and recommend training solutions; prepares proposals, schedules, and status reports
  • Confers with Instruction and Training Managers in strategic planning of training initiatives, policies, goals, and objectives
  • Generates weekly, monthly, and yearly statistics relating to database applications
  • Performs internal customer relations assessment and training
  • Provides basic computer training to Rail Operations staff, as required
  • Serves as an internal consultant for Rail Operations and front¿line employees to identify workflow and production standards for improved work performance
  • Evaluates media products and responsible for the development of external training materials supplied by vendors under contract to ensure consistency with rules, regulations, and policies
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Essential Knowledge, Skills and Abilities

Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)

  • Applicable local, state, and federal laws, rules, and regulations governing a public transportation agency
  • Theories, principles, and practices of organizational development, strategic planning, management change, and workforce development
  • Analysis, economic forecasting, trend analysis, goal-oriented management theory, and quality/performance improvement
  • Concepts related to instructor duties and responsibilities
  • Methods of training presentations and visual aids
  • Concepts related to lesson plans, train the trainer, and internal customer relations
  • Applicable computer business software applications, such as Microsoft Office Suite and Microsoft Project


Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)

  • Providing basic computer classroom training and facilitating group activities
  • Evaluating and assessing training needs and lesson plans
  • Recommending solutions and/or alternative strategies for organizational performance improvements
  • Communicating effectively orally and in writing
  • Working with various departments within or outside of Metro, committees, and peer groups


Ability to (defined as a present competence to perform an observable behavior or produce an observable result)

  • Compile, analyze, and interpret technical data
  • Manage multiple projects from inception to culmination, with minimum level of supervision
  • Perform data entry and maintain computer database for various training functions and tracking
  • Read, write, speak, and understand English
Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

  • Bachelor's Degree in Business Information Technology, Computer Science, Education, or a related field


Experience

  • Two years of relevant experience responsible for developing and facilitating training and organizational development programs


Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
