PRINCIPAL BUDGET ANALYST

Job Summary

Provides complex budgetary, financial, and analytical support to a client cost center group; shepherds the assigned group through the financial cycle, from project conception, mapping to Chief Financial Officer (CFO) goals, to budget development, implementation, and evaluation of actual financial outcomes/results.

Duties and Responsibilities
  • Utilizes technology to perform complex budgetary, financial, and performance analyses of Metro departments and projects
  • Evaluates, reviews, and approves funds transfer and analysis
  • Assists departments in the planning, development, implementation, and administration of capital and operating budgets
  • Assists in annual budget target setting and evaluation, including cost/benefit analysis
  • Assists departments in the development of a staffing plan
  • Assists departments in the development, implementation, and monitoring of the management and performance plans
  • Utilizes technology to prepare complex financial reports on the performance and Key Performance Indicators (KPIs) for assigned client cost center groups
  • Monitors and reviews department′s budget performance by conducting variance analysis and reporting, and fund analysis; prepares responses, including recommendations to budget and funding requests
  • Reconciles client budget requests with Chief Executive Officer (CEO) goals and objectives
  • Reviews, edits, and makes recommendations on client cost center's Board reports
  • Establishes and issues budget procedures and guidelines
  • Conducts comparative analyses of Metro to outside agencies′ financial and operational performance
  • Recommends options and methods to reduce costs and increase revenues
  • Utilizes technology to develop and maintain a five-year financial forecast
  • Performs special projects, such as overhead allocation benchmark studies, applications of funds, effects of certain legislation, and other complex confidential reports as assigned
  • May serve as a lead to other Budget Analysts
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Essential Knowledge, Skills and Abilities


Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)

  • Theories, principles, and practices of budgeting and financial administration, grants administration, and cost accounting, public administration, management, organization, personnel administration
  • Generally Accepted Accounting Principles (GAAP)
  • Government fund accounting
  • Financial analysis methods and research procedures
  • Benchmarking and best practices as they relate to financial activities
  • Mathematics and business statistics
  • Principles of supervision
  • Relevant computer software applications

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

  • Bachelor's Degree in Business, Finance, Public Administration, Economics, or a related field; Master′s Degree in a related field preferred


Experience

  • Five years of relevant experience performing complex management, operations, financial, budgetary, or other related analytical work; some positions in this class may require specialized experience in area of assignment


Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
