Job Summary

Performs entry-level financial, operational, and procedural auditing work.

Duties and Responsibilities
  • Conducts contract management, performance, claim, operational, and procedural audits
  • Examines and assesses security, internal controls, and accounting systems to identify non-compliance with rules and regulations
  • Writes audit reports and summaries to identify non-compliance with rules and regulations
  • Reviews, analyzes, and evaluates Metro and vendor accounting records and reports
  • Analyzes cost and price of vendor contract proposals
  • Evaluates reliability of contractor payroll, accounting records, and revenue/expense documents
  • Performs accounting and invoice processing activities for departmental contracts
  • Reviews, analyzes, and evaluates Metro's accounting, budgeting, and management records
  • Conducts field audits and makes recommendations concerning current practices and procedures
  • Monitors, investigates, reconciles, and audits vault houses, cash boxes, TVMs (Transit Access Pass Vending Machines), and fareboxes to ensure proper handling of revenue
  • Reviews, analyzes, and reconciles data obtained by random audits of cashboxes, fareboxes, and ticket vending machines
  • Develops and conducts special revenue projects
  • Prepares statistical variance and narrative reports for management review
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Essential Knowledge, Skills and Abilities

Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)

  • Theories, principles, and practices of accounting, budgeting, auditing, and research
  • Applicable local, state, and federal laws, rules, and regulations governing internal and procedural audits for a public agency
  • Applicable Federal Acquisition Regulations and Cost Accounting Standards
  • Roles and responsibilities as prescribed in the department manual
  • Applicable computer business software applications


Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)

  • Conducting research and analyzing data
  • Performing statistical and financial analyses
  • Analyzing situations, identifying problems, and recommending solutions
  • Preparing comprehensive reports and correspondence

  • Interacting professionally with various levels of Metro employees and outside representatives
  • Operating computers and general office equipment

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

  • Bachelor's Degree in Accounting, Business Administration, Public Administration, or a related field


Experience

  • None required; experience conducting financial, operational, and/or procedural audits preferred


Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
